This is a kind attempt to attract public attention to some illegal practices of translation certification performed both at the Bulgarian Ministry of Foreign Affairs and at the Bulgarian Embassies and Consulates all over the world.

You ask what the purpose of this campaign is.
The purpose is to inform our fellow translators in Bulgaria and abroad that the Bulgarian Ministry of Foreign Affairs "regulates" illegally the translation activities by using some old, unlawful rules not based on any act or law.
The regretful situation is as follows:
Both at the Bulgarian Ministrry of Foreign Affairs in Bulgaria and at the Bulgarian Embassies and Consulates abroad, "contracts" are concluded on the grounds of these unlawful "rules".
Both at the Bulgarian Ministrry of Foreign Affairs in Bulgaria and at the Bulgarian Embassies and Consulates abroad, "certifications" are performed of translators' signatures in violation of the Bulgarian Act on Notaries and Notarial Activities.
Both at the Bulgarian Ministrry of Foreign Affairs in Bulgaria and at the Bulgarian Embassies and Consulates abroad, fees are collected for these "certifications", which fees do not exist in any State Fee Tariff.
The last, as you can guess, is to disadvantage of our clients.
I am a translator for a Bulgarian translation company which used to have a "contract" with the Bulgarian MFA for 18 years. We hadn't given a thought to our false "contract". For long years we had been keeping it in a cupboard and working, as sure as you are now, that everything was perfectly legal. Nowadays, we flatly refuse to renew it as we don't want to mislead our clients into paying the illegal fee for "certification" of our signatures at the Bulgarian Ministry of Foreign Affairs.
Do you want to mislead your customers into paying illegal fees for "certification" of your signatures at the relevant Bulgarian Consular Service in the country of your residence?

Това е опит да се привлече общественото внимание към незаконосъобразните практики по заверяване преводите на документи в МВнР на България и в българските посолства и консулства по света.

Питате, каква е целта на кампанията?
Целта е колегите преводачи в България и по света да бъдат информирани, че МВнР "регулира" незаконно преводаческата дейност, като използва един стар, незаконосъобразен правилник, който дори няма законово основание, т.е. не е никакъв нормативен акт по смисъла на Закона за нормативните актове.
Печалното положение е следното:
И в България, и в чужбина, се сключват "договори" по този незаконосъобразен "правилник".
И в България, и в чужбина се извършват "заверки" на преводачески подписи в нарушение на Закона за нотариусите и нотариалната дейност.
И в България, и в чужбина се събират такси за тези "заверки", каквито не съществуват в никоя тарифа за държавните такси.
Това последното, както се досещате, е във вреда на нашите клиенти.
Аз съм преводач на трудов договор в българска фирма за преводи, която 18 години имаше договор с МВнР. Години наред не се бяхме замисляли. Държахме си фалшивото договорче в един шкаф и си работехме, убедени като Вас, че всичко е законно. Сега и пари да ни дават, няма да го подновим, защото не желаем да заблуждаваме клиентите си и да ги караме да заплащат незаконна такса за заверка на нашите подписи в МВнР.
А Вие желаете ли да заблуждавате клиентите си и да ги карате да заплащат незаконна такса за заверка на Вашите подписи в съответната консулска служба?
