Re: Unreceived answers regarding international medical tourism


Dear Mr Saxe-Coburg-Gotha

On 26-Jul-2003, I submitted a complaint to the Regional Police Department of Varna (copy to Ministry of Internal Affairs) regarding the way of handing me a subpoena for appearance in the RPD for an “enquiry”, viz.: without any explanations and with written threats of being fined in case of non-appearance.

On 28-Jul-2003, in order to avoid being fined, I appeared in the RPD of Varna. It turned out that they had only wanted to talk with me about my letter to you of 9-Jul-2003 regarding the question of undocumented treatment of foreign citizens in St. Marina Hospital, raised by me as early as on 26-May-2003 (in a letter to the 2nd Police Station of Varna, copy to the Ministry of Internal Affairs). I was asked to confirm that I still maintained what I had written in my letter of 9-Jul-2003 to the MIA (copy to you) as well to add something else if there was something else to add. That was the practice, informed me an officer from the RPD during the “enquiry”. I added, perhaps I would not have lost my job as a nurse if a more thorough check had been made still while the foreign citizens were in the HD unit and not two months later.

Herewith I inform you that I still have had no answer: neither to my letter of 9-Jul-2003, nor to my compalint of 26-Jul-2003.

I should like to avail of the occasion to inform you that I still have had no answer to my letter to the Ministry of Health, also of 9-Jul-2003 (copy to Parliament Commission of Health, to Mr President, and to you) regarding the unclear epidemiological settings in which the foreign citizens were treated with risk of being infected as we had a high percentage of hepatitis B and C infected among our regular patients and our patients were not tested regularly for hepatitis B, C and for AIDS . The result from the last virologic tests of all the patients and the staff performed two or three years ago revealed about 80% virus carriers. I raise the question of the epidemiologic risk on 22-May-2003 (to the executive director of the hospital, the Regional Center of Health, Parliament Commission of Health, Ministry of Health and Ministry of Foreign Affairs). Mr Parvanov, the President, asked Mr Minister of Health, in a letter of 18-Jul-2003, for a copy of the reply to my letter of 9-Jul-2003. I do not know whether Mr President has received a letter with regard to my letter of 9-Jul-2003.
