Dear Mr. Minister of Internal Affairs,
At the end of May I sent an alert about undocumented treatment of foreign citizens in the hemodialysis unit at St. Marina Hospital of Varna. Up to this day I have not had a clear and categorical reply.
I mean 16 Belgian and 12 Israeli citizens who underwent dialysis in the period 22-May-2003 to 3-Jun-2003. I was a witness that by 29-May-2003, my last working day, the foreigners had not been registered in the two registers of the abovementioned unit.
The opinion of the Regional Direction of Internal Affairs of Varna is that they cannot assist me in receiving a reply to the questions I raised because I am not a state body (cf. Attachment 1. Letter from MIA 25196 / 4-Dec-2003)
Mr. Minister, if timely and adequate reacting to alerts sent by citizens is not included in the duties of the authorities under your supervision, please let me know to which other state authority I should turn.
