          In reply to your letter to the Minister of Internal Affairs of Rep. Bulgaria and to the Chief Secretary of MIA about rendering assistance in giving answers on questions raised by you in your previous letters/alerts/complaints we inform you that:

1. Concerning your request of assistance about these letters, it is said in Chapter Three, Basic Tasks, art. 6, item 8 from the MIA Act, that one of the main tasks of MIA is “rendering assistance to other state bodies.” As long as you are not a state body, there are no legal grounds to assist you about the information you requested.

2. Concerning the questions raised by you in your previous letters/alerts/complaints, bearing in mind that they relate to circumstances and facts from the activities and internal order of St. Marina hospital of Varna, as far as they are public information, you should turn to St. Marina hospital of Varna in compliance with the Access to Information Act so that you can receive exhaustive answers.

3. Concerning your assertion that the answers given to you in letter reg. No. 19258 / 15-Sep-2003 to the questions raised by you were formal, bearing in mind that the regulations of art. 34, para. 1 from the Act of Proposals, Alerts, Complaints and Requests require a written form we reckon that the form is observed as provided by the law.
