Re: Unreceived answers. Subject: undocumented treatment of foreign citizens in a Bulgarian hospital
Dear Mr Minister and Mr Premier,
Herewith I inform you that I still do not have an answer to my letter to you of 9-Jul-2003, which concerned something very serious, viz.: undocumented treatment of 16 patients from Belgium and 13 patients from Israel in the HD unit of St. Marina Hospital, Varna at the end of May.
Moreover, on 26-Jul-2003 I was handed a subpoena to appear in Regional Police Department – Varna, for an “enquiry” without any explanations and with written threats of being fined with an enormous sum in case I did not appear which greatly alarmed me.
On 28-Jul-2003, in order to avoid being fined, I appeared in the RPD of Varna. It turned out that they had only wanted to talk with me about my letter to you of 9-Jul-2003 regarding the question of undocumented treatment of foreign citizens in St. Marina Hospital, raised by me as early as on 26-May-2003 (in a letter to the 2nd Police Station of Varna, copy to the Ministry of Internal Affairs). I was asked to confirm that I still maintained what I had written in my letter to you of 9-Jul-2003 as well to add something else if there was something else to add. That was the practice, informed me an officer from the RPD during the “enquiry”. I added, perhaps I would not have lost my job as a nurse if a more thorough check had been made still while the foreign citizens were in the HD unit and not two months later.
Herewith I inform you that I still have not received an answer to a letter of mine of 26-Jul-2003, too which was sent to the RPD – Varna (Cc: Ministry of Internal Affairs).
I would like to bring to your attention the following consecution of threats leveled at be so far:
26-May-2003: Dr. Kr. Ivanov, Associate-Professor, Executive Director of St. Marina Hospital, just notified by me that the patients from abroad were not recorded in the two unit registers, handed me a written threat of disciplinary dismissal without explaining me what my fault was.
26-May-2003, afternoon: I went to 2nd Police Station and handed them an alerting letter. I had pointed Tuesday, 27-May-2003, as the most convenient day for a check as on that day only foreign citizens would be dialyzed (16 patients from Belgium and 13 from Israel).
29-May-2003: the foreign patients were still not recorded in the unit registers. Dr. K. Nenov, Assistant-Professor and Head of HD Unit, notified me orally that I had been dismissed. I notified the executive director in writing about that oral notification and asked for a reply. My written request was registered and then left without an answer.
30-May-2003: I submitted a request of a paid leave “because of the complicated interpersonal relations in the team which strongly distress me”. I was allowed to use my whole paid leave after which I left my job with a 30-day notice to my employer.
