Re: Unsatisfactory reply to my alerting letter regarding undocumented treatment of foreign patients in St. Marina Hospital HD unit, Varna

Mr. Minister and Mr. Premier,

I am not satisfied by the reply given me by the Mr. Chief of 2nd Police Station in connection with my letter about documental disorder in the above said HD unit because the reply does not indicate WHO, WHEN AND HOW MADE THE INSPECTION AND ON WHAT GROUNDS THE CONCLUSION WAS MADE that "no data have been found out of general crime or disorder of the organization of work."

I am asking you for assistance so as to receive an exhaustive reply, to the following questions in particular:

1. Were the foreign patients registered in the two registers of the HD unit and how many dialysis procedures had they according to these registers by the time of the inspection?

2. Were any other supplies used of those that are delivered along a centralized delivery from the Ministry of Health, apart from disinfectants?

Reference:

Art. 13 in the contract (see Supplement 3) concluded for dialyzing of foreign patients reads “The CONTRACTOR shall be obliged while performing the subject of this contract not to use supplies and medicines which have been delivered from the Ministry of Health along a centralized delivery” but the two inspections (see Supplements 4) ascertained that supplies delivered from the Ministry of Health along a centralized delivery were used. 3. Were also 13 patients from Israel dialyzed who are not mentioned in this contract?
