Re: Inadequate reply to the questions posed by me in my letter of 9-Jul-2003 about not clarified questions after inspections performed in follow-up to my alerting letter about risk of hepatitis infection for foreign patients in St. Marina Hospital HD unit, Varna

Dear Mr Minister of Health,

With regard to a letter sent by the Ministry of Health to the President’s Reception – outgoing # 97-R-24 of 29-Aug-2003 with copy to me, I inform we about the following:

This letter is not a reply to my letter of 9-Jul-2003. It is a verbatim copy of another letter sent three months ago as a copy to me by the former minister of health, Mr Finkov. To this old letter, now enclosed is a letter by Mr Balkanski which is also a verbatim copy of his previous letter sent three months ago to the former minister of health, Mr Finkov. The only difference is in the few lines added at the ends of the two old letters through which all the responsibility for making an inspection in the HD unit in question is being transferred to the Ministry of Internal Affairs.

I do expect a reply to a letter of mine to the MIA, dated 9-Jul-2003, too, but my correspondence with the MIA is quite separate and concerns other questions which are of the competence of MIA. I have never expected nor can I expect the MIA to give me the answers to the health and epidemiologic questions, and it is mostly such questions that I posed in my letter to the Ministry of Health of 9-Jul-2003.

From the Ministry of Health I have expected, and still expect, answers to these health and epidemiologic questions, and not a neglectful attitude to the problems of my former patients and incorrect allegations about my letter such as, for instance, that some of the questions I posed had "15 extensions". The fact that the questions are many only means that the unresolved problems are many, too.

I expect, as soon as possible, an adequate reply to the health and epidemiologic questions posed by me in my letter of 9-Jul-2003 to the Ministry of Health and then repeated once more, on 29-Aug-2003, in a reminding letter to the MH which was signed not only by me but by a former patient of mine as well.
