With regard to Reneta Stoyanova’s first letter alerting about risk of infection for foreign citizens in St Marina Hospital HD unit, by order # 168 of 26-May-2003, Dr. K. Ivanov, Associate-Professor, Executive Director of the above said hospital, ordered an inspection of the clinic. The appointed commission inspected the organization of activities, the procedures on providing qualitative dialysis treatment, the collective and individual protective means for the staff from dangerous biological agents and the epidemiologic standards in the HD unit. The report prepared by the commission points that there has not been a case of dialyzing a Belgian patient upon a machine used by a virus carrier of HBV before, and that the organization of work, the standards of qualitative servicing and the health cares for the patients are on contemporary level and meet the current achievements of the medical science. The necessary protective means are regularly supplied as well as disinfectants, detergents, materials and supplies, and the disinfection and epidemiologic regimes are observed (Supplement 1).
Another inspection was made by a commission from the Regional Center of Health – Varna on the grounds of Order # 425 of 26-May-2003 by the Director of the Regional Center of Health. The commission ascertained that all possible measures are had been taken in the clinic of hemodialysis to protect both the Bulgarian and foreign citizens form infection (Supplement 2).
The treatment of the foreign patients has been regulated by a contract concluded between the Prof. Nenov Ltd Medical Center for Specialized Medical Aid and St. Marina Hospital of Varna.
The inspections of the two commissions unequivocally show that there are no cases of medical malpractice in the treatment and epidemiologic regimes in the clinic of hemodialysis in St. Marina Hospital – Varna and, moreover, that it is one of the leading medical establishments within the network of hemodialysis units in Bulgaria and can successfully participate in the international exchange of patients in the field of dialysis treatment.
Reneta Stoyanova has received a reply with regard to the same letter addressed to the Ministry of Health and the Chairman of the Parliament Commission of Health.
With regard to Reneta Stoyanova’s second letter sent with copy also to the President of R. of Bulgaria expressing disagreement with the reply she had received and containing 116 questions some of which with 15 extensions, the Ministry of Health again required a reply to the posed questions of the Regional Center of Health and of the executive director of St Marina Hospital. By letter incoming # 97-R-21 of 22-Aug-2003 to the Ministry of Health, the director of the Regional Center of Health-Varna again confirmed the conclusions of the abovementioned inspecting commission of RCH-Varna that all possible measures had been taken to prevent both the Bulgarian and the foreign patients on dialysis from infection. With regard to Reneta Stoyanova’s many new questions, a correspondence has been started with the Regional Direction of Police – Varna, Economy Police Section, and after their inspection and closing of the correspondence, Mrs Stoyanova will receive a competent stand on the posed questions (Supplement 1).
